Scene of murder

Police and emergency personnel on Monday morning respond to the scene of the city’s third murder this year, this one at the intersection of South Washington and Park Drive. Terrance Mays, 20, turned himself in Monday night at the St. Francis County Jail in connection with the death of Dominique Tobar.
